I'm in iraq now, and the only 'improvement' i have seen so far is that rubbish now forms an orderly pile outside each house,rather than being thrown everywhere.
As for the report, all I can say (sorry for the bad language);

My favourite part? -" some terminations resulted in unfinished projects and wasted funds". Really?!

They needed a report? Government bodies of all kinds are inept, because they can afford to be. Lets face it, the 'gong show' that the U.S. has perpetrated on the Iraqi Society is criminal. The only plan for the war in Iraq was that Bush Jr. wanted Bush Sr. to be proud of him. It is sad that so many had to die to accomplish it. Now they have Iran with it's talons involved within the government, and they don't know what to do. It's like watching a Grade one student, trying to explain quantum physics. And of course you have the Military leaders saying 'all is good', that is until they retire, then they start saying it was a mess up from the beginning and still is.

That is a lot of writing for something most people already knew. You can put lipstick on a pig, but it is still a pig. The only ones who think the invasion of Iraq by the U.S. was in anyway related to the ''war on terror'' is delusional. Anyone who bestows the virtues of the invasion, are easily programmable.

I am impressed that you are interested in details. Information is in the details. ;-)

Which civilian GoI ministry do you think is best managed?

My guess among the big departments is electricity, followed by trade, followed by education, followed by health care.
